Seems this story went underground in about June this year after Ralapelle made it clear that he would challenge a 2 year suspension.
I think players with the kind of injury Ralapelle had should be cleared to use whatever registered medicines (except anabolics) that they need to without risk of censure. They should be given a treatment period and then a wash out period and then be allowed to return to the field with the knowledge that they did use that substance in order to recover from injury.
They cannot continue to ruthlessly add to these guys schedules and be surprised when players do whatever they can to recover as quickly as possible.
I know there is room for abuse but it could be controlled.
