Have a look at the stats provided by Biltongbok - problem is that Fransie is not imposing himself at all.

 True - but I had high hopes for  Steyn when he came back toSA in 2012.   However, since his return he was uncinvincing at the ebst of times - and unless there is a drastic improvement  he is not a solution to any SA team.   
I rad somewhere that he lost 10kgs in Japan.   If that is so - he could increase hi pace and player ability drastically.   His main roblem - I belive - is that he carried to much fat and that had a detrimental impact on his performances.
So lets wait and see what he produces in Super 15 next year - if he shows drastic improvement - IU would have no problem with him - ifhe continues like he played since returning from France - the ebst way would be to pay the French to take him back.
