Are you entirely stupid - do you know that Netcare does not construct hospitals you bloody brain-sh!tted fool. The constructors of the hospitals - the owners of the facilities - enters into contracts with Netcare or other operators to operate the hospital.
Netcare did not submit the application - Gerhard Pretorius did. The only role of Netcare or other private hospital operators have in such applications is a letter to the effect that they will operate the hospital if constructed according to their requirements. The successful applicant for the licence to construct the hospital was done by a Mr Pretorius who have constructed numerous private hospitals in SA and who has operating agreements with different hospital operators of which Netcare is just one. I can provide you with his phone number and you can check the facts as stated with him - you stupid old fool.
The roll of Dr Luthuli and myself was to get the Government to/ react to the long-delayed application submitted years before. And it was successful as well.

I understand and know more about business and implementation plans for construction of public facilities (which incidentally includes private hospitals) than you would ever know in your life. So Prinsloo was able to assess the demographics, work out the scope of care, define the competition, project population growth, work out the supplier arrangements, assess staffing etc etc in spite of not being in hospital management? Give me a break. If any proposal was submitted without a business plan, you would have had no idea how large to make the hospital, let alone if it was viable. What a clown.

You now seems to allege that he does not know what he is doing - what a bloody idiot you are. The planning and design is done by his Consulting team - it is natural that he would have one. But no planning and design is done before the necessary licence is provided by the Government and that licence was not granted for years until Dr Luthuli and myself came on board.

By the way dunce - I did not mention that I wrote the Municipal report - which became part of the licence application - given an update on all municipal data - such as economic development in process or planned, municipal infrastructure availability and population growth which became part of the initial application by Pretorius.

Turns out it was "essential for the area" according to Luthuli.
That the approval date was 2004 not 2002 as you claimed.
That the hospital was designed by a third party, Professional Healthcare Design who in all likelihood consulted with Netcare and other operators who could be interested.
This was a project supported because it was logical and designed by healthcare professionals. You were a bit player and your description of events has nothing to do with the reports in various publications.

Because you were clueless about issues and tried to find something totally inappropriate in an effort to try and discredit me - your wrote books about. Still you continued now with absolute rubbish and absolute BS so let em explain something you missed out completely:-
* Gergard Pretorius - who has constructed a number of private hospitals throughout SA - applied for a licence to construct a hospital i.n Ballito.
* In the process he consulted with me on the issue - this happened years before the incident I mentioned in this thread involving Dr Luithuli and myself and was the discussion of the topic under this threat - and I provided him with a municipal support report dealing with the issue from a municipal perspective.
* About four years later I met Mr Pretorius and asked him what happened to the hospital licence application and he told me it was stuck - together with four other competing applications - in the offices of the Department of Health.
* I then decided to take up the matter with Dr Luthuli and suggested a way forward to get some action from the Government on the issue and suggested the way forward as described consistently by me. Dr Luthuli took up the matter personally with the Director General of Health - a Professor Greenwood-Thompson - as well. Within three months afterwards the required licence pertaining to the project was approved.
* The formation of a company to deal specifically with the project followed - and Mr Pretorius as principal shareholder - after I introduced Dr Luthuli to him - offered Dr Luthuli as a medical doctor a seat on the Board of Directors of the company. She in fact served as chairwoman of the company for a number of years and when Parliament issued a code of conduct for MP's insofar as private business interests are concerned - Dr Luthuli resigned from the Board of Directors. There was no clash of public interest in this case with her functions as MP.
* Once the company was formed - a consortium of consultants were appointed - the leader of which was Professional Healthcare Design - there were numerous other sub-consultancies involved dealing with issues such as structural engineering, electricity installations, town planning to comply with municipal building design requirements, gas installations, kitchen design, etc (Pretorius mentioned to me that a hospital design consultancy has about 20 sub-consultants dealing with specific areas of concern). This Consultancy team was appointed only after the Licence approval was granted - appointing Consultants before that could have represent losses of millions of rand by the owners of the company formed as all efforts may be an exercise in futility if the licence was not granted. The said team has done numerous private hospitals in SA and would not consult any company like Netcare or competing companies on the design at all.
* Once the hospital was under Construction the development company entered into negotiations with Netcare and other competing institutions as to operation of the facility under construction - there are various competing firms in strong competition with each other for such projects - and ultimately the development company decide on Netcare in this case.
* After the main construction process were competed the Municipal building inspectors raised a number of objections on minor issues - such as signs on doors, etc. and refused to issue an occupation certificate for the hospital causing a delay of nearly three months. Pretorius then approach me for assistance again and after I submitted the matter to Council, it was approved that a temporary occupation certificate be granted to allow for the hospital to make the minor adjustments that was holding up the opening of the hospital. That temporary licence was converted to a permanent licence six months after the hospital in fact came into operation.
I did never mention anything about the whole process followed - other than to refer briefly to the role Dr Luthuli and myself play in getting Government to grant the necessary licence, nothing else. That was enough to send you on a crusade as to blacken the names of the Developer, Dr Luthuli and everyone else you could imagine possible - to discredit everybody - specifically aimed at me in particular.
I now gave a full description of what really happened in this case to show other site members how you have tried to turn into a personal attacks on people you know nothing about and a process you know less about.

Your assumptions based on newspaper reports are also badly skewed - since it happened long after the licence approval and in dealing with the issues leading to the licence approval was what I wrote about - not all the garbage you tried to find about things that happened much later.
