In real-world situations, it’s entirely possible to fight wars away from civilians.
I know that because nowadays, with everything so mixed together in populated areas, it’s harder than in the olden days with open fields, but nothing is impossible.
A designated area for warfare can be set if proper planning is done. Modern warfare has become cowardly...dropping bombs instead of facing the enemy directly...and that’s what kills civilians.
My suggestions, like all my other points, are my ideas and opinions, on how it could be done better.
Regarding self-defense, if I have credible and solid information that another country or an rogue group is planning to attack me, then yes, I can prepare or strike before they strike me.
